Windows Hard Drive

My Hard Drive went out in my HP Desk Top, Once Booted up an error message of ERR2ERR2 Appears. The computer will not boot up, I have tried the recovery and to no avial will not work. Will not even read my recovery CDs.I can go as far as seeing the data on the Hard Drive but can not access it. What Im trying to do is get the information off the Hard Drive cause I know the Drive is shot. What program can I use to Hook up to my other computer and access the Hard drive that way so I can get the files and folders off it.
